Roofing Contractor Licensing in Texas and Arlington, TX

Short answer

Texas does not issue a statewide license for roofing contractors. In Arlington, check that the roofer is registered with the City of Arlington, carries current liability insurance, holds manufacturer certification for the product, and gives you a written contract with the deductible notice Texas law requires. Roof Experts is insured, city-registered and manufacturer-certified.

Texas has no statewide roofing license

Texas does not license roofing contractors at the state level. There is no state exam, no state-issued roofing license and no state board that can revoke a roofer’s right to work. Anyone with a truck and a ladder can advertise roofing in Texas, which is why the checks below matter more here than in states that do license roofers.

That also means a roofer who calls itself “state licensed” in Texas is either confused or stretching the truth. Some contractors hold voluntary trade credentials, and those can be useful, but none of them is a Texas license. Roof Experts does not claim one. What we hold, and what you should ask any roofer for, is listed in the next section.

What to check instead

Five checks tell you more about a Texas roofer than any license could. Each one can be verified in writing or online before you sign, and a contractor worth hiring will not mind you asking for any of them.

The City of Arlington publishes its own tips for choosing a contractor. Its red flags include requests for cash or large up-front payments, door-to-door selling, no permanent business address, and contractors who want to skip required permits.

Arlington contractor registration and permits

The City of Arlington requires contractors to be registered with the city before they can get a building permit, and it requires a permit for roofing repairs covering more than 10 percent of the roof surface. Roof replacements always need one. The permit is posted on the front of the property.

Registration is not a quality rating, but it is a useful filter. The city’s permit records show which registered contractors have worked in Arlington. For questions about roof area or whether a job needs a permit, the city lists its permit line as 817-459-6502. Our guide to roof permits in Arlington and Fort Worth covers both cities.

Texas deductible rules and your contract

Texas law requires the policyholder to pay the deductible on a property insurance claim, and it is illegal for a contractor to waive, absorb or rebate it. Any contract of 1,000 dollars or more that involves an insurance settlement must include a notice of that rule, and your insurer may ask for proof that you paid.

The requirement to pay is in Texas Insurance Code Chapter 707, and the Texas Department of Insurance explains the contractor side of the rule and how to report an offer to waive a deductible. If a roofer’s contract for an insurance job does not include the deductible notice, ask why before you sign. Our deductibles page explains percentage deductibles for wind and hail.

Contractors are not public adjusters

A roofing contractor in Texas may not act as a public adjuster on a property where it does or may do the work, and it may not advertise that it will. Your contractor can inspect, document damage, meet your adjuster and explain what the repair requires, but it cannot negotiate your settlement or speak for you on coverage.

If you want someone to represent you on a disputed claim, that is the job of a public adjuster licensed by the Texas Department of Insurance, or of an attorney. Our insurance claims guide describes what Roof Experts does on a claim and where our role ends.

FAQ

Frequently asked questions

Do you need a license to be a roofer in Texas?

No. Texas has no statewide license for roofing contractors, so anyone can advertise as a roofer. That is why homeowners should check insurance, local contractor registration, manufacturer certification and the written contract instead of asking for a state license.

Do roofers have to register with the City of Arlington?

Yes. The City of Arlington requires contractors to be registered with the city before they can get a building permit. Roof Experts is registered with the City of Arlington. You can look up a contractor's registration and permit history through the city's permit site.

Do I need a permit to replace my roof in Arlington?

Yes. The City of Arlington says roofing repairs covering more than 10 percent of the roof surface require a permit, and a full replacement is well past that. The permit is posted at the front of the property while the work is underway.

What insurance should a roofing contractor carry?

At minimum, ask for proof of current general liability insurance that stays in force for the whole project, and ask how the contractor covers its workers. Get the certificate in writing and check that the business name matches the name on your contract.

Can a roofer also be my public adjuster in Texas?

No. Texas Insurance Code section 4102.163 bars a contractor from acting as a public adjuster on a property where it provides or may provide contracting services, and from advertising that it will. Your roofer can document damage and meet your adjuster, but cannot negotiate the claim for you.
